2001
Representative Waters sponsored a House Resolution to increase Shaken Baby Awareness.
2002
Representative Waters sponsored the Kimberlin West Act of 2002 (SB 1766) that requires hospital and birthing facilities to distribute information brochures from the Department of Health to new parents, explaining the dangers of shaking infants and young children. 2003
Representative Waters initiated and helped secure funding for fifty “Never Ever Shake a Baby” billboards in Pinellas County.
2004
Representative Waters sponsored and passed Child Care Personnel Training (HB 569;CS/SB 1572) legislation requiring training in recognizing and preventing Shaken Baby Syndrome, preventing Sudden Infant Death Syndrome, and understanding early childhood brain development to be included in the introductory curriculum for child care workers.
2004
Representative Waters secured $100,000 for the Department of Children and Families for the “Never Ever Shake a Baby” public service billboards to go state-wide.
2005
Representative Waters secured $200,000 for the Department of Health for "coping with crying" instruction and awareness.
