"Catch the Waters Wave" Update

The CNN/YouTube Republican Presidential Debate at The Mahaffey Theater was the most exciting place in the state the evening of Wednesday, November 28, 2007. The Pinellas Country Republican Executive Committee (PCREC), in partnership with several other counties, hosted a Debate Watch at The Vinoy Park. A Straw Poll was held. It was an exciting republican evening!

A highlight of my Christmas Season for the past 3years has been to recruit friends to join my husband and I as Salvation Army Bellringers! Please stop by, Friday, December 21, 5:30-7:00 pm, while you are out shopping at Tyrone Mall. We will be ringing outside the food court entrance. Feel free to drop some cash and coins in the bucket and join us as we sing Jingle Bells!

"Catch the Waters Wave" Update

At the invitation of the Florida Chamber of Commerce Political Institute, Leslie Waters presented a political grassroots keynot motivational speech at a conference in Orlando on October 1.

On October 6, Leslie Waters jogged in the RACE FOR THE CURE to benefit breast cancer awareness. St. Petersburg Mayor Rick Baker (R) presented opening remarks at the Start Line.

Bob Kersteen (R), Candidate for St. Petersburg City Council, had a successful fundraiser held at Bankers Insurance Company on October 3. Leslie Waters is supporting Bob and has helped put up several dozen yard signs for his campaign.

Bruce Cotton (R), Candidate for House District 51, Formerly held by Leslie Waters for eight years, and how held by a Democrat, had a fund raiser at the Friendly Fisherman on Saturday October 13. Hosts were Tony DiMatteo, Chairman of the Pinellas County Republican Executive Committee, and his wife, Sue, and Al and Leslie Waters.

Leslie Waters, on October 17, presented to the Tarpon Springs Republican Club a thirty minute overview of her "Democracy Training in Southeast Asia" experiences.

St. Petersburg Republican Club had an energetic meeting hosting all the candidates, non-partisan, for St. Petersburg City Council on October 10. Great local government support!

The Largo Republican Club had a well-attended meeting hosting all the candidates, non-partisan, for Largo City Council. Great focus on local politics!

All the republican presidential candidates attended Presidency IV in Orlando on October 20-21. The debate, moderated by Fox News Brit Hume, was terrific. Very very exciting!

Former Legislator Active in Presidential Politics

Leslie Waters, former state legislator, who termed-out of The Florida House of Representatives in November 2006, has been selected to serve as the Pinellas Co-Chairman of the Mayor Rudy Giuliani Campaign for President. “I am excited to support and campaign for Mayor Giuliani. In my opinion his strong, determined, results-oriented leadership and toughness is what will keep our homeland safe, our economy strong, and unemployment down” said Representative Waters. “This is a man who does not lead by polling, pandering or photo-ops and is realistic of what can be done for our great country.”


Involving herself in even more republican politics, Jim Greer, Chairman of the Republican Party of Florida, has selected Leslie Waters to be an Ambassador at the October Presidency 4 Convention in Orlando. All republican presidential candidates will be present during this 3-day event. “This will be a great experience to be able to meet the many fine republican candidates for President over one weekend” says Waters. “I plan to bring my Devil Ray’s cowbell to the Candidate Rallies, and hope to get a front row seat at the Presidential Debate.”

The International Republican Institute recently sent me on a “democracy training” assignment to Sri Lanka, where I was privileged to facilitate seminars to over 80 Sri Lankan women activists on “How to Advocate Your Government.” What a great experience!

I have been given the honor of being asked to be the Pinellas County Co-Chair of the Mayor Rudy Giuliani Campaign for President. “I am excited to support and campaign for Mayor Giuliani. In my opinion, his strong, determined results-oriented leadership and toughness is what will keep our homeland safe, our economy strong, and unemployment down.” said Leslie Waters. “This is a man who does not lead by polling or pandering and is realistic of what can be done for our great country.

” The Pinellas County Republican Executive Committee (PCREC) hosted a spectacular Ronald Reagan Dinner at The Vinoy on September 7. Florida’s Attorney General Bill McCollum, introduced Mayor Rudy Giuliani, the keynote speaker for the event.

On September 12 at Island Grille in Clearwater, I attended a fundraiser in Clearwater for Representative Ed Hooper who kicked-off his campaign for re-election!

On Monday, September 17, I joined a “Meet and Greet” for Mayor Giuliani at La Casa Dolce Café, waving signs and ringing my Devil-Ray cowbell! The Sarasota-Herald wrote: “Peter Chianchiano (a flag waving veteran) is joined at the curb by a woman with a cowbell and the two of them were the first people Giuliani saw as he left his sleek black car across the street from the Casa Dolce.” That would be ME – “cowbell woman”! S-o-o-o much fun!

Peggy O’Shea gave an excellent Pinellas County School Board update at the recent Suncoast Republican Women’s Club.

I had the pleasure in September to speak to the Republican Club of On Top of The World about the four “democracy training” assignments I have had since 2004. Great republican group!

Belleair Republican Women’s Club luncheon and installation of new officers on June 1 went swimmingly! Congratulations, Norma Stalions, President (2007-2009)!

The Pinellas County Republican Executive Committee’s fundraising arm, The Ivory Club, hosted the annual Summer Reception on Sunday, June 10 at Janice Hill’s beautiful Redington Beach home.  Thanks Janice, for a great evening to socialize with many fine republicans.

While in Washington DC on business, I had the opportunity to attend a fundraising event for Congressman Gus Bilirakis, who will be up for re-election in 2008.

Get to know your community!  Over a several week period, along with members of the Pinellas Park-Gateway Chamber of Commerce,  I participated in a behind the scenes operation of the St. Petersburg-Clearwater Airport, and the Pinellas County Solid Waste Facility. Very interesting!

On June 22, Representative Sandy Murman, Speaker Pro-Tempore (2000-2002), and I, facilitated two Government Relations Seminars “Political Action…a Business Strategy” in Tampa.  This seminar teaches community leaders, professionals and government staff on how to leverage the political process in order to impact their organizations bottom-line! The seminar goes-on-the-road to Ft. Myers in September, to Orlando in October and beyond! Stay tuned!

I had the great opportunity to be the luncheon speaker at the Florida Aviation Trades Association Annual Conference on June 12 at the Ritz Carlton in Sarasota.

I attended the presentation of the “KEEPING THE PACE LEADERSHIP AWARD” that  was awarded to our Public Defender Bob Dillenger and Kay Dillenger, by PACE Girls of Pinellas Park, at Ruth Eckerd Hall Dimmet Lounge, May 16. In attendance were Legislative Aides from the Offices of Congressmen Young and Bilirakis, 3 judges, Pinellas Park Mayor Bill Mischler, John and Margie Milford, Cat Coates, and many other republican supporters.

POLITICAL ACTION 101 WORKSHOPS – On April 12 “Political Action…A Business Strategy” workshops were conducted by Leslie Waters Government Relations Consulting Firm. Government, business and non-profit professionals learned how the political process can positively impact paychecks and organizational bottom-lines. Next workshop will be held in October.

The SECOND ANNUAL ROCK-A-THON, held on April 14 for the benefit of Leukemia and Lymphoma Society, raised over $6,000 for the families of persons dealing with these blood diseases. Thanks to those who contributed “In Memory of Rusty Runyon” past recipient of the Mac Norcross Award and long- time member of the Largo Republican Club. Mark your calendar to “rock on” with us next year, April 5. 2008.

The FLORIDA HOLOCAUST MUSEUM on April 18 recognized Leslie Waters for her eight years of support with funding requests that went toward the museums tolerance, diversity and character education programs conducted statewide. A TRUNK, in her honor, full of educational materials will be sent to high schools around the state. The recognition was received in front of 90 local high school students. “As a member of the museum, it was an honor to support the Florida Holocaust Museum during my service in The Florida House,” reflected Leslie Waters.

Surf and smiles started the day when I joined a dozen members of the DISABLED WAR VETERANS group from Bay Pines in mid April for a fishing excursion out on the intercoastal. Two pontoon boats, including the “Miss Beverly” (named after Beverly Young) from MacDill, were launched from the Clearwater Community Sailing Center. Our big catch included only two spider crabs, but the sunshine, conversation, camaraderie, and cook-out was enjoyed by all! What a great way to salute our veterans!

At the beginning of May, Leslie Waters volunteered in the PARC tent at the Tampa Bay Blues Festival at Vinoy Park. What a fun way to groove in support of this fine organization!  Their key legislative request this year was for funding of a statewide-use Hurricane Shelter for hard to place persons during hurricane evacuations.

I recently had the honor of presenting “The Point of Light Award” to Evelyn Bartoszek at the Mid-Pinellas Republican Club in Seminole. Before leaving office last year, I submitted a nomination form to the Governor’s Office. Eight months later, Governor Crist recognized her notable volunteer work on behalf of “Supporting the Troops.” Over 1000 care packages have been sent since 2003 to the 1st Battalion, 22 Infantry Regiment in Iraq – the very Regiment her husband, Joe, served in during WWII!  Keep up the good work, Evelyn.

Space related items from the Kennedy Space Center were presented to St. Petersburg’s Fairmount Park Elementary School, a center for space and technology.  Most of the items were obtained from the Kennedy Space Center, and had been displayed in the Speaker Pro-Tempore’s Office in The Capitol during Representative Waters last term in The Legislature.  10…9…8…7…6…5…4…3…2…1…BLASTOFF!

On Monday, January 20,  Representative Leslie Waters spoke to members of the Islettes of Treasure Island providing an overview of her experiences with “democracy training” assignments to Indonesia, Thailand and India. “With the current turbulence and frustration with global politics, the importance of democracy training at all levels of the political process is more crucial today than ever.”

Relay for Life of Seminole kicked off on Thursday, January 11, 2007 with both the past and present Honorary Chairs present.  Former Representative Leslie Waters handed the relay baton to Trina Watkins, former Seminole City Councilman and current candidate for Mayor of Seminole.

This year’s Relay for Life honoring cancer survivors and the American Cancer Society’s programs and patient services in our community, will be held April 13-14, at Seminole Middle School. On Saturday, January 13, 2007 the annual St. Pete Beach Classic was held, for the benefit of the St. Petersburg Free Clinic, Tampa Bay Youth Running, and the City of St. Pete Beach Recreation Division Scholarship.  As a participant in the 5K run/walk, Leslie Waters finished with her personal best despite hundreds passing her by! No EMS service needed! As a volunteer at the St. Petersburg Free Clinic over 30 years ago, it was special knowing that some of the proceeds would go to this out-standing organization. 

The Greater Seminole Area Chamber of Commerce 43rd Annual Installation Banquet was held on Saturday, January 13, at The Wine Cellar Restaurant, N. Redington Beach.  The 2007 President, John Watkins, of Largo Palms, accepted the gavel, and shared his vision for the chamber for the coming year.  Congratulations, John!

The 21st Annual Dr. Martin Luther King, Jr. Leadership and Awards Breakfast was held on Monday, January 15, 2007, at the St. Petersburg Coliseum.  For well over a decade former Representative Leslie Waters has attended this community event, the largest of its kind in the country.  Hosts of this annual event were The National Council of Negro Women, Inc. and The City of St. Petersburg. The keynote speaker, Dr. Robert Smith, of Beeson Divinity School, Samford University in Birmingham, Alabama, reminded the audience of a 1000, “There is a need to reinvest in The Dream.”

The Faces of Courage Foundation, “Unveiling Breast Cancer…A Gallery” is a moving exhibit of 18 photographs of breast cancer survivors portraying the reality of this frightening illness in order to help others.  Leslie Waters is pleased to be consulting with Tampa’s Peggie Sherry, the Founder and CEO, Toni Wolff and Joyce Pellegrini, on their goal to bring this provocative presentation of posters to Tallahassee.  Plans to meet with the Joint Legislative Women’s Caucus this year will be the precursor for a much larger event in 2008. JUNIOR ACHIEVEMENT OF THE SUNCOAST RECOGNIZES LESLIE WATERS
On Thursday November 30, 2006, the Junior Achievement of the Suncoast Executive Board presented Representative Leslie Waters with the 2006 Junior Achievement Legislative Hero Award.  Representative Waters served in the Florida House of Representatives from 1998-2006.

Over a several year period, Representative Waters and Junior Achievement (JA) have been working to secure funding from the Department of Education to expand their services in more elementary, middle and high schools. JA focuses on financial literacy training, teaching the basics of free enterprise and business values.

“Representative Waters was relentless on our behalf and for that we are most grateful,” said Richard George, Executive Director of Junior Achievement of the Suncoast.

“As a JA advocate for decades and a former JA Board member, this recognition means a great deal to me,” said Representative Leslie Waters. “Advocating on behalf of community interests while serving in The Florida Legislature was always top on my list of yearly legislative priorities.”

Property Insurance Forum Held at Legislative Office
On Thursday, July 13, the Legislative Office of Rep. Leslie Waters hosted a Property Insurance Forum with local mayors and other city, county and state officials to discuss the property insurance crisis impacting the homeowners and business owners of Pinellas County.

Ideas and recommendations impacting the Florida Hurricane Catastrophe Fund, Citizens Insurance Company, rates, increased deductible, building codes, the state low-cost home mitigation program, hurricane modeling, the state's insurance consumer advocate, the national flood program, and a National Catastrophe Plan were all discussed.

"Unfortunately, the Florida Legislature cannot legislate Mother Nature's fury, but we can create an environment of increased competition to attract more insurance companies to our state, provide consumer options, and encourage a culture of preparedness with over 16 million Floridians," said Rep. Waters. "The mayors and others representing the citizens of Pinellas County provided excellent suggestions that will be passed on to the Governor's Property and Casualty Insurance Reform Committee.

Rep. Leslie Waters Returns from Democracy Training in Southeast Asia
State Rep. Leslie Waters, St. Petersburg, currently the Speaker Pro Tempore of the Florida House of Representatives, has recently returned from almost three weeks in Thailand and India working with Burmese political exiles. Her mission with the International Republican Institute (IRI) out of Washington DC was to conduct workshops with elected officials, political leaders, and youth who are learning conflict resolution and team building skills toward strengthening their pro-democracy unity.

"I admire and respect the Burmese in their commitment to achieve a Free Burma," said Representative Waters. "Their participation and level of interest were impressive."

Prior to departing to Southeast Asia, Rep. Waters received professional coaching and curriculum information from the Eckerd College Leadership Development Institute, St. Petersburg College/Seminole Library, and SPC Corporate Training and Collaborative Lab.

In 2004, IRI sent Rep. Waters to Indonesia to train newly elected officials on how to be effective.

Rep. Waters' strong leadership experience, and her business, political, and legislative background, added to her ability to facilitate numerous "good government" workshops attended by dozens of politicians from varying ethnic backgrounds, religions, and parties as they transition to, and pursue, a civil democratic society.

Speaker Pro-Tempore Waters returns from China trip
Representative Leslie Waters, Speaker Pro-tempore of The Florida House of Representatives, recently returned from a 10-day Leader's Study Tour of China, hosted by the National Conference of State Legislatures. Along with legislative leaders from seven other states. Representative Waters represented the Florida Legislature on this trade/study mission in Beijing, Chongquing, Chengdu, and Shanghai.

The Chinese People's Association for Friendship with Foreign Countries organized meetings with government, trade, historical and cultural officials. A briefing by the US State Department provided an overview of this awakening and emerging county.

"It is obvious there is an overwhelming desire of the Chinese people to travel to the 'sunshine state,' and I will be encouraging Florida's tourism industry to pursue this market" said Representative Waters. "Our visit was productive in that positive exchanges and dialogue will most assuredly lead to increased cooperation toward mutual econimic, social, and political benefits."

Representative Waters spent two weeks in Indonesia the summer of 2004 training newly elected officials how to be effective.

For six years, Representative Leslie Waters has helped sponsor the Number 51 open-wheel modified race car owned by Mike and Sandy Hinegardner. The Sunshine Speedway, where the car raced on Saturdays, is now closed but Leslie continues to race toward her "victories" in Tallahassee. Leslie Waters named Speaker Pro Tempore
Speaker-Designate Allan Bense recently asked Representative Leslie Waters to be his Speaker Pro Tempore and she agreed. Speaker Pro Tempore is regarded as the second-highest leadership position in the Florida House of Representatives. As part of her duties, Representative Waters will assist with administrative and policy issues. She will also preside in the Speaker's absence, as the position is similar to that of Vice President. Representative Bense expressed great confidence that Leslie will execute her responsibilities faithfully and well.

Leslie Waters to lead Hurricane Preparedness Workgroup

Florida House Speaker-Designate Allan Bense (R-Panama City) recently announced his intention to establish a workgroup of Florida House staff to analyze what, if any, legislative action is necessary as a result of Florida being impacted by two major Hurricanes within days of each other.

Speaker Bense also reaffirmed his commitment to work with Governor Bush, the Florida Cabinet and Senate President-Designate Tom Lee (R-Brandon).

Speaker-Designate Bense has asked Rep. Leslie Waters (R-St. Petersburg) to lead the workgroup, which will work to determine what improvements can be made to how Florida handles natural disasters and to develop potential legislation. As the group’s work progresses, Speaker-Designate Bense will determine which House members will be appointed to a committee to address these issues.

“With Hurricanes Charley and Frances battering large swaths of Florida within days of each other, and Hurricane Ivan churning on the horizon, we’ve been reminded once again how vulnerable our state is to extreme weather events,” said Speaker-Designate Bense. “While it appears that the laws put in place after Hurricane Andrew are allowing our emergency workers and related agencies to do their jobs, and do them well, we can always do better. We need to take a close look at what worked, what didn’t work and what could have worked better to make sure we are fully prepared in the future.

“Governor Bush has done an excellent job managing Florida’s financial and physical resources to address the needs of those affected by the one-two punch Florida has suffered. The cooperation among federal, state and local agencies has been impressive, and our volunteer organizations as well as our partners in the private sector have certainly stepped up to the plate."

“Rep. Waters has a deep understanding of the insurance issues involved. With her leadership, I’m confident we will improve the way Florida prepares for emergencies as well as how we react when they occur.”
